A police retirement group is fining the city of New Orleans potentially tens of millions of dollars over the sharp decline in police officers.

The Municipal Police Employees' Retirement System will fine the city $50,000 a month at first, increasing to $214,000 a month by next year, for losing more than 50 officers for two years in a row.

City Council Vice President Helena Moreno says the total could hit $38 million over the next five years.

Moreno says the council is just now learning about the fines.
